UK’s New Pay-Per-Mile EV Tax: What Drivers Need to Know About eVED
The UK government is introducing a new pay-per-mile tax for electric vehicles (EVs) and plug-in hybrids (PHEVs) as part of an effort to recover revenue previously generated through fuel duty on petrol and diesel cars. This upcoming system, known as eVED, is set to significantly influence the cost of running an electric car.
How the eVED Pay-Per-Mile Tax Works
From April 2028, EV and PHEV drivers will pay a mileage-based levy:
3p per mile for fully electric vehicles (EVs)
1.5p per mile for plug-in hybrid vehicles (PHEVs)
The tax aims to address the long-term reduction in fuel duty as drivers transition away from internal combustion engine (ICE) vehicles.
How Much Revenue Will eVED Generate?
Forecasts from the Office for Budget Responsibility (OBR) show the government expects substantial income from the new EV tax:
£1.1 billion in the 2028–29 tax year
Rising to £1.9 billion by 2030–31
These projections highlight how heavily the Treasury relies on vehicle-related taxes, even as the automotive sector moves towards zero-emission transport.
Impact on Electric Vehicle Demand
The OBR warns the new charges will increase the total lifetime cost of owning an EV, which could impact consumer demand. It estimates:
440,000 fewer EV sales between now and March 2031 due to eVED
However, the OBR also notes that the government’s ECG policy, introduced in July, is expected to boost electric car demand:
320,000 additional EV sales are forecast as a result of the ECG
(up from an earlier estimate of 130,000)
Pressure on Car Manufacturers to Meet ZEV Mandate Targets
Lower demand for electric vehicles will make it harder for manufacturers to comply with the UK’s Zero Emission Vehicle (ZEV) mandate, which sets legally binding sales targets:
28% EV sales share required in 2024
Rising to 80% by 2030
According to the OBR, manufacturers may need to reduce EV prices or limit sales of petrol and diesel cars to meet these targets.
Government Position on Road Tax Modernisation
Speaking in the House of Commons, Rachel Reeves said the pay-per-mile scheme is designed to ensure fairness:
“Because all cars contribute to the wear and tear on our roads, I will ensure that drivers are taxed according to how much they drive, not just by the type of car they use.”
She also claimed that this reform will double England’s road maintenance fund over the current parliamentary term.
